Bug fixes:

• Visual editing highlighter now correctly handles authors with no permissions to read tests (UNI-9354)
• Test parameter editor now shows permission guidance when Tests access is missing and hides create controls for read-only Tests access (UNI-9354)
• Long block titles are now properly truncated in the block list UI to prevent overflow issues. (UNI-9364)
• Action menus now open away from the viewport edge instead of overlapping it (UNI-9331)
